Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The succession of conflicting incidents captured the bleak nature of the outgoing year. By day, political struggles are conducted: positive announcements are released from different nations. Significant resources is devoted on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the key method for achieving "peace".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from across the border, a ability provided through up-to-date information. From observation points, military aircraft that had been deployed to engage hostile cruise missiles flew past – sophisticated military planes provided to Ukraine by European allies.
Moments later, Kyiv's missile defense activated: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, probably provided by partner states. Every firing shakes the surroundings, shaking the windows. The moment of terror quickly transforms into sober acceptance: perhaps the hostile projectile won't cause damage this time, sparing the city from devastation and additional electricity failures.
Continuous Dangers
Not long after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – most likely imported technology. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its target.
Periodically, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and utility failures in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – living the war. But those entire period illustrated Ukraine's essential dependence on Western support – a dependence that neighboring countries are demonstrably unable to replace in the near term.
Failed Diplomacy
The detailed framework from American leadership sparked intense emotion, controversy and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new proposal from Washington follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This pattern will, no doubt, continue.
Strategic Calculations
It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. American leadership operates on a assumption understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is impossible to compel Moscow to abandon the territory that it currently occupies in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, US leadership does nothing to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not change more in its advantage in the coming year.
Divergent Views
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but avoiding a entire defensive failure until situations evolve in its favour.
Present Conditions
Objectively, there are no real preconditions for a truce. Now, individual motivations are coming into play: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their task will now be much harder after recent developments, it remains quite doubtful that this will modify their basic position.
These two forces are influencing discussions.
Summary and Prospects
It took a mere seven days to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, latest revelations, all did their job.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
